ULID (Utility Local Improvement District)

What is ULID?
ULIDs or Utility Local Improvement Districts are property
assessments that special purpose districts such as Lake Whatcom
Water & Sewer District use to finance large construction projects.
ULID #18 was used to pay for the Lake Louise Road Sewer Interceptor, which provides sewer service to
the south shore of Lake Whatcom.
Who Determines ULID Rates?
The creation and amount of our ULID was determined by the Lake Whatcom
Water & Sewer District Board of Commissioners. Our ULID rate was based on the
amount needed to repay the Lake Louise Road Interceptor loans.
